Ejection of Russia from the UN Security Council

If it only takes a 2/3rds majority to remove a state from the UN Humanitarian Council, why can that not happen for the UN Security Council?

More to the point, how can a state like Russia vote against a proposal to condemn Russia for what it is doing in Ukraine?

You cannot veto yourself.
